There seems to be an error, when I build a snowman, I noticed that you could click complete a snowman without putting branches in the slot I circled. (Have not got a screenshot of it, pressed it to see if anything happened and I haven't the supplies to build another snowman)
However, I think the game still does use the 4 branches, so I think it's more of a graphical issue than something potentially game breaking. (I could be mistaken, I didn't count my branches before and after)

I was testing this out (since I noticed I didn't have to put in the second accessory slot on my first one), and if you put just one of each up in the top (so one large snowball, one accessory, one branch, and one face) it will let you complete. It will still take all of the items it calls for, but you don't have the fill in every single image.

I only posted in the first place, because I thought it didn't take the resources, but when I realised it did, I still decided to anyways in case it was a concern.
If it does happen in the way that you described, it could be intentional...?
I don't really know, I think it would make more sense if it was "put an item in every slot" or auto build, rather than a mix of both.

Are you clicking the auto build or the manual build button?

Hm. Strange.
I can't duplicate the issue.
Maybe try clearing your cache to update your script file.
