Title says all, the gift saying mother frost. Who is mother frost?

If I recall, Mother Frost is an NPC that was in previous Winter Festival zones. She's related to a zone event (similar to last festival's Lord of Nightmares), where you had to turn in reindeers to her that you'd have to find around the zone.
