Is it possible to encounter themed pets in normal maps? Like in, say, if I was exploring Umbreon Forest, could
I encounter any themed pet?

Currently, the only place you can encounter wild themed pets is in the festival zones when the festivals are running. You can, however, rarely win a themed Ny'vene egg at the end of the dungeon in Umbra Forest, and I have heard rumors that themed pets may be around in the megazone when it drops in the new year.
