The entire bottom two rows of my inventory, regardless of which tab, really hate certain items.
With the Lovely Mutator, Restricted Trait Philter for the Imperial Ny'vene, the Restricted Trait Philter for the Tree Dryad Lunemara, and my hoard of Lost Mysterious Egglings,whenever they're placed in any slot of the bottom two rows of inventory, they turn... spazzy.
Rather than letting me hover over the item and see the popup box (IE, on a Magical Pie it says "Magical Pie" "Philter" "Eat Me" and all of that) the box will phase in and out of existence at a rate of about 5 or so flashes per second.
The mouse's tip itself also spazzes, flickering between the finger and the arrow at a rate of like... 50 per second. It's like it can't decide if there's an item there or not. o_O
Other items, like my Philter of Trait Disruption (Themed), my Greater Genetic Mutators, the Magical Pie, etc, are completely fine. I can move them into the bottom two rows, hover the mouse over them, and they display the box with no trouble.
I can also place the afflicted items in any other row (top, second, and third row) and they're completely fine again. I can hover over and read the information, just like a normal item.
I'll be stuck at the magical land of no internet for the entire day so I won't be bale to respond or keep up with this until tomorrow. (I say it's magical because wow, who doesn't have internet these days? Oh right, my parents.) Heck, by the time I get back it may just function normally again...
Edit: I did a few preliminary trials to see how it would react under different circumstances.
I opened a new tab: same result.
I opened a new window for Google Chrome: same result.
I opened the inventory on Internet Explorer: similar result. While it didn't flash in and out of existence repeatedly, the information box flashed once and then vanished until I removed the mouse and hovered over it a second time. It would flash again, but that's it. It wouldn't stick around and let me read the details like the other items. Seems that the same items were afflicted as well.

YES. i was gonna PM krin about this after fest because yeah, it's hecking weird. i think it started for me with when he added the red notes on some of the descriptions? it's exclusively fest items, anyway. it also happens to me with my mojo collectors during battle, when i hover over them they strobe. it seems like they are more likely to strobe if the description pops up above the items rather than below.
i could see this being a real problem for folks who have epilepsy, though for me it's just kind of annoying, especially if i actually want to read a description.

Having the same issue here. Didn't think of posting a bug report because I thought it was my laptop acting weird. Because, its old and does weird things >m>
The RTD Philters, Mojo collectors, Handful of candy, and basically fall fest brewing stuff keeps flashing. This doesn't seem an issue with other items, such as fairy mushrooms, elixirs or avatar items.

I have this same thing too. (Just that I change my browser zoom frequently, and I wasn't sure if a chrome extension was the cause of it, but I was too lazy to check if there was a certain one causing the effect, so I didn't bother turning any off aha.)
I'm having trouble recording it on a gif recorder too, rip.

I'm having this problem as well, mostly with RTDs and Lovely/Lucky Mutators, not only in my inventory and also in the trade broker. I also noticed that the spazzing stops after I scroll down a bit, so the popup box can appear beneath the item instead of above it.

Are any of you able to take a screenshot or gif of what's happening? I unfortunately will need a bit more detailed information (actually seeing) what's going on to really know where to start looking.

I also have this issue krin. I'm wondering if it has to do with being on a small screen? Because my laptop screen is pretty small, and you do use large desktop monitors :/
EDIT: somehow managed to get a gif made up of what happens for me xD Hopefulyl this works because ive never done that before lmao. It looks like i am wigglign my mouse over the lovely mutator, but i am actually holding my cursor steady and it is doing that on its own :/ It also flashes a lot faster than the gif makes it look lol. I tried to show how scrolling down fixes it.
