All three of my party Sylesti are beyond 100% completion for their levels, but they are not progressing to the next level. Is this a glitch? Or something to do with the event?

If they're level 60 - than currently that's the maximum level. They cannot go beyond level 60 at this time - although with the megazone that'll be lifted to an eventual level cap of 75.
