Just a general question. How does one grow up an adolescent? My generated male is already a level 23

Maturity is a question of time, as opposed to level. Pets become adults at 648 hours. If they're generated (or tested) you can use their image URL to determine how old they are. The URL of your Draeyl is below and I've highlighted in red his maturity:
