If I breed a tagged pet with a purebred themed one, and they are the same theme of course, will the baby still count as themed? Or do only tagged pets make themed offspring?

Yes, it will count as a purebred themed. Purebred themes can be bred from tagged themes, or other purebreds of the same themed.
