These regen-able pets come from having these pets before their art is revamped. When the art is redone for a certain pet, a lot of times traits are moved around, causing trait conflicts for many existing pets. These pets that now have trait conflicts have their traits removed and regen-able trait points applied to them. In the most recent revamps, colours have also been made fully changeable. So, the only way to get pets like these is to either buy them from players that already have them, or breed babies of the next pet to get a revamp (currently that is Lunemara), and hope that those babies have traits that end up getting moved, creating a conflict and necessitating a regeneration.

For your interest, pets that have already had their art revamped are:
Aurleon
Draeyl (don't think were regen-able, can't remember)
Kelpari
Morkko
Ny'vene
Puffadore
Qitari (were not regen-able)
Sylvorpa (colours not regen-able, but traits are)
Vulnyx (were not regen-able)
Zolnixi (colours not regen-able, but traits are)

Pets that, at last asking, are not getting a revamp:
Aeridini
Griffi
Luffox

Pets still waiting for revamp:
Bulbori
Faelora
Lighira
Lunemara (next on the revamp list)
Lupora
Nephini
Nytekrie
Ryori

To add a note to Mika's post, when the Sylvorpa's were revamped, you could change the colors on them, as well as the traits. I think the only ones you couldn't do colors for were themed, which has been the case for all the regen pets.
