I have finished the tutorial, and I have bought pets before but when I tried to buy a pet it wouldn't let me. It also wont let me feed a pet because of the same reason. I'm really frustrated by this because I really enjoy this game.

I am currently working on completely rebuilding the Tutorial to add many improvements so new Players can find it a lot easier to figure things out.

It's unfortunately a very tricky process to keep the current Tutorial operational while setting up the new Tutorial.

While, yes, it will be a requirement to finish the Tutorial (which is considered everything through Esior's Fields) to use the features you mentioned, it was off by 1 step. I have adjusted it so you should now be able to access all features.
