Why won't it let me into the town? It just makes me explore

Most likely Esior's Haven is/was under a Raid.

Once the Raid is over, you can return to the town.

You can monitor the progress of the Raid in the yellow banner at the top of the page.

I figured it out, I unlocked the next "Town"

Every 3 hours, there'll be a raid in one of the towns or zones, in either viridian meadows or umbra forest. If the raid's on one of the towns, you won't be able to enter until the raid is over.

During the raids, the enemies will scale to your user level. When you participate in a raid, you'll get added rewards.

At the top of the explore page, there'll be a yellow bar indicating where the raid is, and the progress of the raid.
