This little guy did not say "this pet can re gen traits and colors"

What happened and is there a way that he can be regenerated?

it's because his trait are still in the same place that they where before the revamp, sadely the pets who didn't have conflicted trait didn't get to be revamp.

As stated in the official post, only pets with the traits marked in red will be regenerable. So as Cian said, since your pet did not have any "conflicted" traits that were moved, it cannot be regen.
The Puffadore Revamp is finally finished and we are in the final stages before releasing it. We are planning on releasing the Puffadore Revamp sometime this Friday.
We will also be having a Puffadore Revamp Diamond Sale!
Here is a final preview of the Puffadores, one with no Traits and a second with a few Traits visible:

The following will be the new list of Traits for the Puffadores. If a Trait was moved to a new slot, then that will trigger any pet with that Trait to receive a Regeneration. Please note, Mutation One and Mutation Three will be swapped - those will not trigger a Re-Gen because we will be swapping all M1 and M3 slots and colors.
If you are not sure what a Regeneration is, it is when all Traits are reset on a specific pet and then we allow you to re-allocate those Trait Points to whichever valid Traits the owner desires. We do this because sometimes after a revamp, certain Trait combinations are no longer possible and there is no other solution with exception to the pet just losing the Trait forever or us deciding for you; neither of which would be good ideas. So we let you decide how to reallocate those Trait Points!
Red = Moved Trait. Triggers a Regeneration for all pets who had this original Trait.
Green = Newly Added Trait.
[Name] = Trait renamed to this.
Some Traits will have their names changed. These are just the generic names currently attached to them lol.

Accent Color
One new exciting announcement! Puffadores are the first species to utilize the 'Accent Color' that has been lurking in the Generator for awhile now. This color affects most of their Mutations in some way. Because of this addition, the downtime took a bit longer to fully implement and test this new feature.
Additionally, any Generated Puffadore is able to at least Re-Gen their Accent Color if they did not qualify for a full Re-Gen.
Furthermore, unrelated to Accent Colors, any Puffadores that had Lucky Dust received a full Re-Gen. Due to Lucky Dust switching Slots and being a Restricted Trait, this was the easiest solution.
