I'm just gonna pop in here and say that there have been many avatar design contests before you joined.

The first unofficial avatar contest, created on 4 April, 2013, wasn't exactly this type of design contest since it used contestant's real avatars as entries, but since it judged player-created avatars and included rules, winners, and prizes, it does fit the description.

The first one to incorporate the previews into the contest was posted on September the 20th, 2013. It featured a single theme to which entries had to abide.

Looking at a more recent picture, on November 22, 2016, a multi-round avatar design contest was placed in the Unofficial Games, Contests, and Giveaways section. It was never started due to a lack of willing contestants, but the idea was published. There were undoubtedly similar threads put up before this one, but I mention this because it shares a title with the one you mentioned. Therefore, your claim to the idea is false. Regardless, it doesn't matter who thought of it because there's gonna be no copyright infringement charges.

Now that my obnoxious detective work is completed, I'll submit my entry.
