So I'm thinking if you make a contest then you finish/judge the contest, It should be locked at the end because people(like me) may think "Oh a contest" and they post without reading the other posts and it's already done.
Btw it is user-based contest.

Official or user based contests?
Official contests are almost always immediately locked after the winner announcement.
User based ones should have a end date in the rules though. So people should read the rules anyways, and it's not that hard to look through a couple pages for an announcement on the end date.

I think a better idea is for a thread owner to be able to lock any of their own threads! This would make things much easier and possibly much neater, since you can create one sales thread, lock it whenever you're out of commission, and then unlock it and bump it again when you're ready to sell more pets!

Probably something added whenever the Forums get an upgrade at some point down the road.
