Can anyone explain what a pet via page is? Please ping me if you have an answer.

Oh I see! It actually says "Use on a pet via its profile page." So you need to click on the pet you want to dye, and then find the green box that says "Genetic Philter." It should be right underneath the rest of the pet's information, right above the "spend level ups" button.
Note that it doesn't appear on egglings or hatchlings' profiles because you can't use any sort of philter/dye on them until they're adolescents.
