Do you need to be a certain level to be able to get the 3rd party slot? I just got the second one a few days ago,how soon will I be able to get the third slot? It only is allowing me to "increase my mission limit".

The third party slot is unlockable in Sanctuary of Saerielle, in the second Region, so you just have to progress with the plot until you reach that point.
