How do you use a genetic mutator?

Visit the pet's profile page and click the 'Use Philter' button.

Then select it from the drop down menu.

I tried that but for some reason it doesn't appear in the little choose a philter option thing, even though it pops up in my inventory.

Only Tamed pets can be mutated. So make sure you are trying on a tamed pet.
