When you breed pets, is the birthdate of the Hatchling the day it was made (still an egg), or the day it actually hatches? And, how long does it take an egg to hatch on here usually? Does it vary? Say I wanted one with a Halloween birthdate, when would be the best time to breed a pair?

the birthday is the number of day is the one that it was generated / breed / catch, if you want a pet with a specific day just breed your pet this perticuliar day.
An egg take 72 h to hatch but it take less time if it is nuritured.
