So I've arrived at the Sanctuary of Sarielle, and I noticed everything bought at their Armory is bought with medals. How do I get town medals?

You get them by completing quests from the quest board. Also when you help defend the town or Faerina's Shrine.

Also, like most things, you can buy them in the trade broker.
