Maybe the admin should have a avatar contest then post the top __ you like best and let the users vote on what they want to have be the new outfit.
Like this:
1. The admin put up a contest for avatar designing
2. The admin pick the __ outfits they like best
3. The admin let the sylestians vote on what outfit they like the most
4. The admin count the votes and create the outfit(s) that had the most votes
5. It becomes avalible as an item (diamond shop, randomly given in boxes, ect.)
This would be a great way for there to be avatar items that a large amount of sylestians like, and for the community to help in these decisions.

They actually have done this a couple times in the festivals. *Unless that's not what you are meaning by it.
But, voting might not be fair. If 5 day old "celerybreadsticks" comes on, and posts ones versus 586 day old "crackerjackpieman" comes on. Who do you think is going to get picked no matter what the idea is, well mostly "crackerjackepieman". People know them and they go with the more popular vote. Or they vote for friends, or some other biased thing, not even dependent on the quality of thought.
Right now you can compliment people, and I think sometimes it helps the admins with a decision if it is a popular choice. The only way I can see voting is if we can PM our ideas in, and they would be put in some sort of system like googledocs where votes are easily counted. But, the bad thing about a vote system is: would someone get around voting once, what about voting multiples for yourself, telling your friends to only vote for yours etc.
Overall, its kind of hard to implement a way to get people to vote fairly for others.

While I know what you're thinking of, based on what Homera said, it's more a design contest.
Like the "Design Avatar Outfits for the Festival" contest.
Edit: like make an outfit/item/wing/etc that doesn't exist, and then it gets chosen and drawn and released

Well, I don't think popularity matters, if anything it's how well rendered the outfit is.
The prettier looking outfit tends to be more well liked and easier to visualize as being an outfit compared to someone who can't draw as well.
So a newbie or not known person that has better drawing skills or a better fashion sense that the community likes would probably have a more voted design than a popular person who can't draw as well or doesn't have a popular fashion sense.
Edit: to avoid bias, you could do a blind vote, so names are hidden and people can only Vote on the design. But even then, in a design contest, people are more likely to vote for a well drawn design even if another design has the potential to be an item, but just not well drawn. x:
