My inventory is nowhere near full
BUT when I click use for a satchel (any satchel), this appears:
...It's been this way for both today and yesterday. I've logged out, left for a few hours, etc, but it still continues.

There's most likely an equipment piece in the satchel you're trying to open.
Click on the "switch to equipment " option and it should bring you to a pet equipment tab.
All you need to do to make room afterwards is to vendor off some of the equipment.
