Is it in a certain new area you have to unlock?
Because I keep seeing it mentioned and I haven't seen any trace of it.

The arena is in Ethernia, which is in Astryl's Vale, which you can find on the map. :3 If it's not there, then there's probably still some storyline stuffs you need to complete. It's like how you need to complete the storyline in Viridian Meadows to get access to Umbra Forest, you need to complete Umbra Forest to get Astryl's Vale.
