My friend is trying to make her own account on this game using my computer but her own email (shes spending the night). But no matter what email, country etc. she puts in it always says "There are already two users in this location". I just wanted to know why thats happening.

I think it has something to do game rules or something try using another device

It's beacause you where using the same IP (internet provider) I think.

You need to message Krinadon and let him know so he can set an exception for your IP. It's to stop people from opening more than one account. As long as he knows that they're separate people on separate accounts, he's never seemed to have a problem fiddling with the code to allow more people per IP play ^.^
