So I did this commision with a new style of shading (the one where you you put two "multiply" layers over each other but change one to "Gaussean Blur" or something like that) but I did not have a "blur layer" option because I'm drawing on mobile.
Because of this, I just dublicated the layer and blurred it manually but I think it looks really messy?
Could someone help me figuring out how to improve that?

I personally think it looks really good. Is it from Wings of Fire, by any chance?

I think it looks fine, the blur is not really that obvious. Tbh I have no idea how Photoshop on mobile works haha, but if you set the size of the blur brush big enough it should work the same way as a Gaussian blur filter? :B if you're looking for a soft cell shading look then how about having a layer where you add some shadows and highlights with a soft brush? Sorry I can't be of much help, nice drawing btw!
