Is it true that you have to be 1,000 days to through an art contest? I want to have one and I heard that you have to be 1,000 days of account age before you can have one.

That is not true that I know of. I had an art/story contest a while back and I haven't even hit 1,000 days yet. Here's what I found in the ToS regarding contests, under transactions.
"C. Any type of auction, contest, or event that is player ran must have a set of defined rules and time table of completion or delivery. If the auction, contest, or event owner does not follow through with their obligation, it will be considered a form of scamming."
