Why do some have this pet can generate 4 trait points? and if i breed my pets to them will that give me trait points?

When the admins redesign species, they will often switch around gene or trait slots. If an animal of that species has traits that are affected by the new design, then they will have the option to have their trait points redistributed.
If you have a pet mate with a regen pet, nothing will be carried over because there are no traits allocated to the regen pet.
