How do I unlock the other number tiers ...?

I'm not 100% sure on this, but I believe the different tiers are based off player level. You can get to betting 10 at level 50, I think. If I'm correct on this, then 10 is as high as you can get for now.

You get the other second tier when you reach to Astyl's Vale
