I feel so dumb asking this but what does a non-fabled Sylesti mean?

On the generator, look at the list of Sylestis. Notice that some of them have "fabled species" underneath the name. You can't sign up as those ones.
For example: Ny'vene are fabled, so you can't sign up as one.
