I had seen it explained that user level is determined by the highest level Sylesti you have raised, and the current level cap for Sylestis is 60, meaning the current user level cap is 60. I'm pretty sure this isn't planned to be permanent, since there's already evidence of higher-level content being laid out, just look at the proficiencies and you'll see they are set up beyond the current limits.
