So I used a perfume of Themed Attraction while I was on the water and did not even see one themed pet. Not sure if this is a glitch or if I just had some really bad luck. I bought it on the trade broker.

They work in water the same as on land.
But I do believe that the odds of encountering Sylesties on water is reduced compared to on land since there are only two available species on water.
