Are there rules for making a character or just rules in general?

Once we(the group or whoever is willing to help) have figured out a plot and the type of rp some simple rules will but put in place. As of right now I don't know what people would like to do so I can't put rules on it.

Also if anyone has a plot idea or concept I like to build and can probably work something with it. School Rps are just big and hard to orient.
