Hey, I know I answered this question before, but to expand on it: Since no one is publicly selling one, your best bet it to try and entice someone who has the rain dress but is currently keeping it to themselves. To do that, just put a high offer like 1k diamonds publicly visible in this forum.
Unfortunately, these things depend on supply and demand, so the only way to get it is probably to overpay whatever the usual price would be. :(
