After the tutorial, after I had received the Novice Adventurer's package, I never got the choice of upgrading my party. please help me

To upgrade your party, you can go to Esior's Haven (the town in Viridian Meadows), and click Plaza. Under the Healer, there should be someone that can increase your party size for a fee. ^^ Hope this helps!
