If you hover over them you'll see their description.

Potions cannot be used during a battle. Elixirs can be used during a battle.

Sorry to bother you again, I just tried using Standard Restore Elixir and it says can't use durning battle.

No worries. Are you trying to use it from your Inventory? During a battle, you'll need to use any relevant Elixirs from the battle screen.

I tried that with the purple one and nothing was there. Is it only the red elixirs?

Some of the purple ones should work. I have Strong Restore Potion III, Strong Restore Potion II, Strong Resort Elixir III and Strong Restore Elixir II floating around my Inventory The two Potions don't show during battle while the two Elixirs do.

When you're in battle, are you clicking the Satchel or the Arrow? The Satchel will hypothetically take you to your Inventory, but only shows Genetic Scanners and Traps. In order to access Elixirs, you need to click the Arrow, click "Use Item", select the Elixir you need, click "View Party", click on the pet you need healed and then click "Close". You'll then need to set up your turn like you normally would.
