If you're referring to the bar right under the "genetics" section of the pet profile, if you put your mouse over the bar, it'll tell you what it is for.
For egglings, the bar is the incubation bar, which marks how long before the egg hatches. so 72/72 (100%) would mean the egg is ready to hatch.
For hatchlings, adolescents, and adults, the bar is the hunger bar, which marks how well fed the pet is. so 10/10 (100%) means the pet is fully fed.
