You can find pets to breed with using the "Advanced Search" function on the left-hand side. Here's the link for simplicity.

Click "Search Pets"
Select the relevant Gender, Species, Maturity, Recovering, etc
Change "For Breeding" from "Any" to "Yes"
Change "Order By" to "Breeding Fee" "Ascending"

You'll then get a list of pets you can breed with listed in order from least expensive to most expensive.

The only downside is if you find a pet you want to breed with that is either recovering, unconscious or on a mission as you won't be able to breed with them while they retain that status.
