i go on to map and try to click on esiors haven but instead of taking me to the town it takes me to the windmill explore tab thing and i have already complete that section. what do i do?

There's a raid going on right now, when those happen the city that's being raided cant be accessed. Instead, you're taken to the explore screen where you can help fight bandits.
Everyone is fighting the same bandits so raids don't last tooooo long, and if you can't/don't want to fight them you can just wait a little bit (the current raid is almost done).
You get rewards for participating though and the end boss can drop some nice stuff
