I have a question, if you have a plant that isn't ready to harvest and the festival ends today, will the seed stop growing and won't be harvested ?

You have another month to finish growing seeds.

Thanks and do you know if you don't feed or water or such because you don't have enough money, will the plant still grow and u can harvest it for a Sylestia ?

The enrichments are a way to help the plant along. Each enrichment makes the plant's growth speed up by an hour. Using no enrichments is the way that the plants normally grow; the enrichments just provide a one hour boost.
