This would probably be a good guide for you to read: A guide to festivals
In short, a festival is a special period of time, where there are special activities going on that are related to the theme of the festival, with a special zone to explore and fight bosses, get items, and catch themed pets that are related to the theme of the festival.
Different festivals may have different activities going on, so they're not all the same. Usually when the festival starts, the admins will create a post that summarises all the activities that are happening during that festival. So that's a good overview you can look out for as well.
