The chest in the zone hasn't respawned for me for several days now, I can't move into the space that the chest would spawn in at all. I don't know what's going on. I can't provide a screenshot though, my phone doesn't let me upload them.

Don't mean to barge in, but have you tried exiting and re-entering the zone?
Because for half the festival, I didn't know anything spawned there, but once I exited and re-entered, stuff spawned there.

Yes. Just try exiting and re-entering. That should fix it. It may take like an hour to first spawn, though.
