Where can you get regular genetic tests and how much do they cost? Also, are visible mutations and genes able to be passed down to offspring like carried ones?

I don't know if there is a regular place to get the tests because I don't use them, but you can always buy things from other players - apparently a standard genetic test kit is between 43k and 55k on the Trade Broker right now... there are players who offer to test your pets for a small fee or even for free though, you might want to check the Breeding Discussion subforum.
As for genes and mutations, a carried trait will be passed on to offspring with a 50% chance. If the offspring inherits a trait from one parent only, it will be carried. If it inherits the trait from both parents, it will be visible. So if both parents have a carried gene or mutation in the same slot, their baby might have a visible trait there. A pet that has a visible trait will always pass on a trait in that slot to its offspring (however, in some cases there may be a second gene or mutation hidded under the visible one, and it might pass on that one). You can't tell the difference on the pet's page, but you can see them in the pet search (assuming that a pet has been tested): genes marked in green are carried, those marked in blue are visible and pure (one trait only), and those marked in purple have one visible trait and a carried one underneath in the same slot.
The only way you can get more (one-time) genetic testers is by spinning the wheel during festivals. It's given out as one of the wheel prices then. You can't buy them in any of the regions in the game.
Alternatively, you can purchase them off the trade broker from other players, which can get expensive. =P
