I know that if you ask Site Administrator's if they would restore a released pet they would but can you ask about other pets that have been released bye other players?

I've never really thought about this, but I would think that the admins returning released pets would be only under specific conditions. For your question, I would think that asking the admins to return someone else's pet would be overstepping, but I guess it would depend on why you're asking. If the player is no longer active, I'd suggest waiting for one of the admins to answer. If they're still online, this issue should be sorted between them and the admins.
I know that the suggestion of having released pets appear in the wild has been shot down because some people who release their pets do so for a reason and wouldn't want other users just finding them. Perhaps you should reiterate what you're question is if I'm not understanding.

I don't think the admins will allow that.

The only reason why the admins will restore a released pet is if the original owner accidentally released it somehow, or there is a situation that the admins think is reasonably acceptable.

Restoring a released pet for others to buy could cause the person who released the pet a lot of frustration. A lot of users release their pets for a specific reason: they don't want anybody to own that pet.

If you really like the pet that was released, you might want to see if the owner still has the pet's parents, and ask for an offspring.
I don't think this is a matter the admins should step in to, else the release function would become redundant and people would abuse this to sell pets without needing the stable space to hold them.

My guess is the answer is going to be 'no' for one of the reasons stated above; some people release pets because they don't want anyone else to have them, so unless you have the previous owner's permission, I think it will definitely be a no.
