What are the chance that the puffs here can have genes? Also is this the only place they can be gotten tamed?

So far, it seems like it's the only place to get puffs that are considered tamed.
And I think it works the same way that the scale shop works -- the higher the cost, the more GP it may have. I've seen at least 1carries from the shop.
