For future reference,
in your inventory, click the item, then,
there is a little white envelope with a green arrow on it at the bottom of your inventory grid. (last item to the right.) Just click it,
enter the user name and the CoD (cost on delivery) fee you want the other person to pay.

Also, when pinging a user, remember to put their name in the box above the message space where it says ping user. You can also click the @ sign at the bottom of their message to ping them. Otherwise they will not see it.
