I've seen these things floating around in the Pet Auctions and I'm wondering where they come from? Is it like some kind of Diamond Shop thing?

No. They are from festivals. At each festival, there is a wheel you can spin with Lucky tickets. If you are very lucky, you could get a Sylesti. Also, the designer of them gets a free one (they have design contests). You may also obtain one through the eggling auctions, but only if you're VERY RICH.
For example, the Starry Night Lighira is a wheel pet. There are only 43 tagged SN Lighs on the entire site. That's how rare the wheel pets are. As such, most people, if they still want the theme, will buy an offspring.
That wheel is nicknamed the Wheel of Crushed Dreams for a reason.

There are unique wheel pets every festival, for every fabled species plus puffadores, and sometimes an additional nonfabled species (i.e flickering vulnyx, sweet kiss luffox.)
