Where do Standard Genetic Scanners come from?

Mostly when you first join. I think previously they were given out as prizes on the wheel (not too sure since this is what I heard and I wasn't on the site when it happened), but now it doesn't seem to be given out anymore.
So if you need more you'll just have to buy those that are for sale on the trade broker, I guess. =/
