I have three pets that are unconscious in stable 2 and the revive pets button says I have 0 unconscious pets in the current stable, so it is not letting me revive them. I think they are being recognized as unconscious as they are my party pets and it is not letting me explore, saying I don't have an active pet. (I'd rather not revive through the plaza healer because if I saw correctly that costs a lot more.)

I've tried a hard refresh and it didn't work.

It says if not malnourished a pet will self-revive after thirty minutes and I'm not sure if this applies, so maybe I just have to wait. But the reason I think something is going on is that I used revive on the stable, then they were no longer greyed out, but a few minutes later they became greyed out again. Maybe I have to feed them right after but it says that their hunger is full? Sorry if this isn't a bug and I just totally don't get the whole process.

It won't let you revive them via your Stables because they are in your Party.
