So when stat breeding how much of the Level ups and proficiency count for the babies to inherit. Do just level up points count or does it all go towards them

Only the base stats at Lvl 0 play a part in stat breeding. The only ways to boost base stats are nurturing and philters.
Leveling your pets just makes their babies start at a higher level (up to lvl 6 that I've seen)
