If you were allowed to buy things [nets] during battle, that would ruin the aspect of preparation.
Opening the shop during such an instance would allow for elixir buying during a boss battle. I run out of healing items, but I am still allowed more via purchasing.

Also, it doesn't make much sense logically either. It's kind of the trainer going "brb shopping trip" while your Sylesties are left alone with the enemy.
