How often are events? Every two hours, random, every 3/4 hours?

Every 3 hours on the 1/4 mark of the clock~ 12 ,3 ,6 and 9 server(I think there have to be a certain number of players on as well, the 9am mark in the morning I noticed sometimes doesn't have an event.)
