I've tried using the new Mass Move feature in the stables, but it doesn't work to actually move any pets. When turned on it will allow me to select multiple pets, but it won't allow me to select another place to move them to. I also cannot get it to turn off, once it is on and have to reload the page.

There was an issue with it. It should now be working.
